Improving the Quality of the Population Administration Law, Commission II of the DPR RI Collaborates with FISIPOL UGM to Conduct a Cross-Sectoral Public Consultation

Yogyakarta, March 12, 2026 Faculty of Social and Political Sciences (FISIPOL) Universitas Gadjah Mada demonstrates its commitment to safeguarding the direction of public policy in Indonesia by contributing to a Focus Group Discussion (FGD) entitled “Public Consultation on the Bill of Population Administration,” held at the Dean’s Meeting Room on Thursday (12/3).

This event was attended by the Vice Chairman of Commission II of the DPR RI, Zulfikar Arse Sadikin, S.I.P., M.Si., and the Head of the Center for Legislative Drafting (PUU) in the Field of Politics, Law, and Human Rights, Novianto Murti Hartanto, S.H., M.H. The presence of these lawmakers on campus aimed to absorb aspirations and critical perspectives from both academics and practitioners regarding the Population Administration Law Bill.

The Dean of the Faculty of Social and Political Sciences, Dr. Wawan Mas’udi, Ph.D., stated that population administration is the foundation for the overall governance in Indonesia. “The issue of population administration is the upstream of the entire service system and obligations that must be accounted for by the state. It is not merely about what services are provided, but how the state, from the very beginning, can administer its population appropriately and accurately,” he said.

Furthermore, Wawan added that a good state is one that is able to fulfill the rights of its population. Thus, through this cross-sectoral initiation and collaboration, FISIPOL hopes that the Population Bill will eventually return the regulation to its upstream urgency.

Entering the core discussion session, which began with an introduction from the moderator, it was followed by presentations from UGM academic experts, namely Prof. Dr. Mailinda Eka Yuniza, S.H., LL.M. (Faculty of Law) and Dr. Nurhadi Susanto (FISIPOL) as the main speakers. This discussion was then responded to comprehensively by a lineup of accompanying academics from FISIPOL, the Faculty of Law, the Department of Computer Science and Electronics of Universitas Gadjah Mada (UGM), as well as Academics from the Faculty of Law of Universitas Islam Indonesia (UII).

Also present to provide responses from local government elements were the Head of the Department of Community Empowerment, Villages, Population and Civil Registration of the DIY Province, the Head of the Department of Population and Civil Registration of Yogyakarta City, and a representative from BPJS Kesehatan DIY.

Overall, this discussion served as a platform to encourage dialogue and collaboration among various sectors, reinforcing the idea that the improvement of population administration is a shared responsibility. The insights gained from this event play a role in shaping the future of legislation in Indonesia to achieve equality in access to population administration services.
