Yogyakarta, 4 June 2025 –The Master of MKP FISIPOL UGM organised another Publicness Forum, titled “Collaboration in Creating Safe Spaces: Synergy of NGOs, Government, and Society for the Protection of Victims of Sexual Violence in Jombang”. This forum also involved several relevant stakeholders, including Brigadier General of Police Dr. Nurul Azizah, S.I.K., M.M. (Director of Police PPA-PPO Crime); AKBP. Moh Nur Hidayat S.H., S.I.K., M.M. (Police Chief of Jombang Regency); dr. Pudji Umbaran, M.KP (Head of PPKB-PPPA Office of Jombang Regency); and Ana Abdillah, S.H.I. (Director of the Woman Crisis Center, WCC Jombang). This forum is intended to open a participatory dialogue to find constructive solutions in creating a safe space free from sexual violence.
This participatory dialogue was motivated by the rampant cases of sexual violence in Jombang Regency. According to WCC data, Jombang District has the fourth highest number of cases of sexual violence against women and children in East Java, which will continue to increase until 2025. The rise of sexual violence cases also dissects the implementation of the regulation of the Law on the Crime of Sexual Violence (Undang-Undang Tindak Pidana Kekerasan Seksual, UU TPKS), which was passed in 2022.
Responding to Undang-Undang Number 12 of 2022, the Jombang Regency Government established the Women and Child Protection Technical Implementation Unit (Unit Pelaksana Teknis Perlindungan Perempuan dan Anak, UPT PPA). “We, upon the birth of the UU TPKS Number ee 12 of 2020 yesterday, in which it is mandated that each city district must establish a UPT, we immediately proceeded to submit a visitation with all the existing preparations from the province, and immediately we had to form a UPT PPA in Jombang Regency. And alhamdulillah, through the visitation, which was then approved by the governor and subsequently received a recommendation to establish PT PPA, we immediately attempted to stand up. And we submitted it to the head of the regent at that time, and alhamdulillah, at the end of 2022, to be precise, from mid-December to the end of December, the Regent issued Perbup (Regent Regulation) number 70 of 2022 giving birth to UPT PPA,” said Pudji. Then, the latest revision of the regional regulation was made in April 2025, which expanded the scope of coverage to trauma healing and the Jombang Regency Safe House.
In this case, the district government does not work alone, but the community also assists with the technical handling of cases. In particular, with regard to the rehabilitation of victims, the UPTD PPA of Jombang District has entered into agreements with NGOs, particularly the WCC and other local communities.
In terms of law enforcement, the handling of sexual violence cases is adaptive according to the context of the case. In another sense, the UU TPKS is not necessarily ruled out in the law enforcement stage, but instead considers the relevance of legal elements to the facts of the case.
