Normative Aspects in Providing International Cybersecurity Capacity Building Assistance in Teacup Discussion #5

Yogyakarta, September 30th 2021─The Institute of International Studies or IIS of the International Relations of UGM presented another Teacup ‘Talk and Think about IR’ Discussion at the end of September, on Thursday (30/9). In this fifth Teacup Discussion, IIS of IR UGM presented Azza Bimantara, a Masters Graduate from Corvinus University of Budapest, to present a topic entitled “Normative Aspects in Providing International Cyber Security Capacity Building Assistance: Experiences of Japan and South Korea”.

Guided by Nabilah Nur Abiyanti as Research Staff of IIS HI UGM, Azza started his presentation by explaining the provision of cybersecurity capacity building (CCB) assistance in general first. Starting from the definition, urgency, and norms contained in the CCB itself. In his presentation, Azza explained that CBB is cooperation between countries in the form of providing assistance from donor countries to recipient countries in order to increase capabilities in the field of cyber security. As cyberspace is expanding and successfully connecting the world, CCB is becoming increasingly important.

Azza explained that CCB, which is a foreign policy, cannot be separated from the normative framework found in donor countries providing CCB. According to the title, Azza uses the experiences of Japan and South Korea to further explain the “normative framework” in the CCB.

Furthermore, Azza explained that there are quite clear differences in domestic cyber security norms in Japan and South Korea. In Japan, cybersecurity is more related to the state because it is managed by the Ministry of Defense. Meanwhile, in South Korea, the issue of cyber security held by the Ministry of ICT tends to be related to economic and business actors. The difference in domestic cybersecurity norms in Japan and South Korea is what makes the CCBs provided by the two countries tend to have different orientations. Even though they both strive to improve their image in the international sphere, the CCB orientation given by Japan tends to spread democratic norms and human rights, while South Korea makes CCB a manifestation of its obligations as a developed country.
