Yogyakarta, June 17, 2026—The Center for Capacity Development and Cooperation of the Faculty of Social and Political Sciences, Universitas Gadjah Mada (PPKK FISIPOL UGM), has launched a training program focused on the preparation of financial reports for Regional Public Service Agencies (BLUD) in health centers for the Sarolangun Regency Government.
This initiative aims to enhance the capacity of State Civil Apparatus (ASN) and strengthen accountability in local government operations, particularly in managing BLUD finances within health centers.
The training is deemed strategic as financial reports for BLUD are essential tools for achieving transparency and public accountability in basic health services. With a solid understanding of BLUD accounting standards, ASNs are expected to produce accurate and reliable reports, thereby improving the accountability of local government operations in Sarolangun and minimizing the potential for administrative errors.
In addition to financial reporting, participants will also be equipped with knowledge on improving management quality and understanding BLUD regulations for health centers. This comprehensive approach ensures that ASNs are well-prepared to handle the complexities of financial management in public health services.
Dr. Pradhikna Yunik Nurhayati emphasized the importance of financial aspects in achieving Primary Healthcare (PHC) for BLUD health centers. “If we want to meet the globally agreed perspective of primary healthcare, the financial aspect becomes crucial,” she stated. This highlights the interconnectedness of financial management and the delivery of quality health services.
The training program is scheduled to take place over three days, from Wednesday to Friday, June 17-19, 2026, at the East Seminar Room of FISIPOL UGM, Yogyakarta. In addition to technical presentations, participants will have the opportunity to engage in field visits as a means of comparative study to enrich their understanding of effective BLUD management practices.
This program aligns with the broader agenda of the local government to build a professional and integrity-driven bureaucracy. Strengthening the technical competencies of ASNs in regional finance is not only about compliance with regulations but also represents a long-term investment to ensure that public services are of high quality and accountable to the community.
The training is expected to foster a culture of accountability and transparency within the local government, which is essential for building public trust. By enhancing the skills of ASNs, the Sarolangun Regency Government aims to create a more effective and efficient public service delivery system.
Moreover, the initiative supports the Sustainable Development Goals (SDGs), particularly in the areas of access to education and capacity building. By providing ASNs with the necessary training and resources, the program contributes to the overall development of human capital in the region.
The BLUD training program organized by PPKK FISIPOL UGM represents a significant step towards improving the financial management capabilities of ASNs in Sarolangun. By focusing on accountability and capacity building, this initiative aims to ensure that the local government can effectively meet the health needs of its community while adhering to the principles of transparency and public responsibility.
